How do you get friends on the mobile app? I see other people but have no idea how to add them

If I have dont have gifters I run an event in game adding active gifters and ask them to send requests...or I bug my regulars through fb chat

OK I made an event but now how were people able to send me gifts on the mobile app but I don't have anyone to send gifts too

The game and app are connected, so when you buddy someone in game, their , or your requests will show up whenever you or they send them....its pretty random
