I'm having the same problem with the layering not sticking after you leave the modular room, then come back. Your layering gets wiped out.
I tried to relayer my challenge room because I liked mine this time enough to not want to delete it.....I put back in inventory the required things I had hidden using layering behind the things I wanted showing, and relayered my room exactly as it had been submitted in the challenge, and made it my default room....after leaving and coming back to visit it, all the layering was set to 5 again, and the room looked so bad. So I deleted the room, and will rebuild it in a room that is not so flawed.
What's happening with these modular rooms? Mine are not holding their layering. I see others make their challenge rooms their default and they looked layered fine....my guess here is the room was built not using the layering tools, so it retains it's design.

One more glitch to deal with in paradise!!
