How can i paint over the picture ???

Your question should really be in the "How Too" section but I'll answer anyway
If you are on a desktop go find the program called Paint , type it in search if you need too
Open up the file you want to draw on , select a pen or brush and use your cursor to make the lines
then SAVE it where you can find it,
then upload to an image sharing site which you know how to do

If you are on a phone or tablet I'm sure there is either an AP for phones or Paint equivalent on tablets .. sorry I dont know much about those but it's basically the same thing
