here it goes... and I am not an expert so ... sorry if you have trouble understanding me.
When BVG got the game it was not in a fully playable state. They got it sort of chopped up because Zynga took out proprietary code before it sold the game to BVG. BVG had to piece meal it back to functioning and some of what they acquired is still being fixed. It is a HUGE process and some of the items and functions that use to work under Zynga will not work now because the code that made them function properly was removed. Now... many things have been patched and retrofitted to work and some just need total recode to run properly. BVG is a small group so searching through Massive amounts of code doesn't happen quickly. The jobs is something they know we want. And they do plan at some point to revamp the jobs system.
Short answer is ... Zynga left jobs sort of broken and BVG did what they could but they can't do it all without breaking something else .
Because it is like rubber band balls with gorilla glue holding pieces together Mixed with silly string and chewing gum.
