I just came from a sale where someone has learned to "inport" art on to the new boards. Not hand drawn by import. Does anyone know how this is done?

There is an art app . I am not sure what it is called . but it cost money to get . there are some free pictures . but if you want the full app you have to pay for it .or you can find someone who has the app and ask them to make the art then they sell it to you for coins .
