Bumping someone's post is commenting on it, so it gets moved to the top of whatever board you posted it in. For example, if I posted a sale in Trading and no one had commented on it for a while, it would be moved farther down on the pages. Therefore it would decrease the chance of it being seen, decreasing my chance of selling my items. Bumping would get it moved (bumped!) back up to the top of the Trading pages so more people will see it. Usually people will comment "bumping" or "good luck!" or sometimes, people will do the smilies, like the balloon to signify the post "floating" to the top.
