I got 19.00$ on my FB and I was to buy a VIP Membership for 17.99$ it's not letting me use the money on my account...

It might be that you have to use a credit card so they can charge you every month

Unfortunately, you cannot use FB credits to purchase VIP membership. You need to authorize a payment source that is auto-renewable every month, such as a credit card or debit card.
