You have to level up an existing home or apartment and when enough rooms have been leveled the discount will be available.

It's not level up all rooms its level up a certain amount. If you haven't already leveled up enough for that house when you hit on room level it will tell you how many rooms you have to level up to get the "special reward" which is the discount (otherwise if you already got the discount for leveling up enough rooms in that house it says "complete all rooms for maximum rewards" which means just more coins).
