This is a tale of two cities... Neon City and Cyber City. Neon City is a small city with low crime and high culture. The main apartment complex has a rooftop bar and this little city has a Neon Art Museum complete with an outdoor neon art installation. Why they have so little to fear they pay to be scared at the Neon Nightmares Club. And after working up a sweat scaring themselves, they enjoy a fun dip in the pool.
But once the citizens of Neon City venture forth to Cyber City, things are not quite as peaceful and the fear becomess a little more real. Cyber City is a busy metropolis boasting some of the most advanced mechanical industries and driven to try keeping a firm grip on its citizens through constant surveillance. It seems a city divided-- between a hard working mech engineer on one side and an evil genius on the other side. Between a strong police presence on one side and the resistance protesters on the other side who are beginning to suspect that the police and the evil genius might be working together. So the Uptown police grab a bite at the local diner then head over for some target practice or a stop at their secret lab (connected via teleport to the evil genius' lab). And meanwhile, the Downtown resistance protestors party at the dance club, work on cars and other mech or just head down to their own secret headquarters to keep tabs on the very enforcers trying to keep tabs on them.
And--literally as well as figuratively-- trying stay above it all are the residents of CyberHeights Tower -- the premiere living space in Cyber City. Just a subway stop and a shuttle ride up to the luxury high-rise where police chases are a spectator sport out the windows and you are only occasionally required by the police to put your hands in the circles in your apartment. If you are really lucky, you might win an off world trip -- but don't forget your multi-pass.
