I can add my items but can't change their position or layer anything. I can see the tool, but it seems to be too far away for me to click on it to you. Yoville Downs is a fullscreen home and I've never decorated this style before.

there is a glitch problem with the tool, and FS homes right now. Unfortunately, you have to play around with it. I put the item where I can use the tool, rotate it and layer it as needed, then move it to desired spot.

Try moving the item to the very very upper left hand corner - usually I can get the layering tool to show up in that corner
