I'm certain the timer's been there since the release. And the funny message might be to remind people that price jacking could lead to it being released again.

People didn't take the 'Net in droves and create heartfelt videos so that they could "flip and hoard" virtual items. They did it to maintain social connection. The "flipping and hoarding" is what it's turned into for some people.
