Disabling handwriting would limit our ability to create signs and decor items that are not offensive, abusive or copyrighted and I'm not confident that player volunteers wouldn't be biased. RL photos, names and messages that violate the TOS is one thing. Hand drawing a sign like a restaurant sign that's not using the real name or brand, a little decor thing like a pot filler for our kitchens, item prices or just whatever graffiti is quite another.
It shouldn't be left to players to monitor this stuff, regardless of whether they they are paid in Yo currency or just doing it to volunteer. Volunteering means no payment. It's BVG's responsibility to do their best to make sure things don't get abused and they should be investing in paid staff and properly vetting them to handle this.
