I am the Station Master for the Andronico Resort Underground. Through a lot of experimentation over the last five years of playing YoVille/World, I have found that 'Bundled Straight Cable' work well for railroad tracks (found in the music store) and 'Luxury Black Shelf' works well for railroad ties.

I don't have a lot track visible in the Andronico Underground because I in the last couple of months I advanced the idea to include boardable cars on each platform and a centralized train to deliver you to specific platforms. But, there should be enough track left for you to get grasp the concept.
