I tried to put that thing in FRONT of the waterfall and it simply will NOT layer there. It goes underneath the floor aquarium every single time. I'll keep fidgeting with it tho. I want those lights behind it.

Layering is a huge frustration, try putting a white sunbeam over the items sometimes that makes them layer properly, big emphasis on SOMETIMES
