How does the Scorching Sun Overlay work??? Won it in the app game....

The stupid thing looks like clouds but wont stay when placed and I don't even know what I am looking for? What a waste... BVG is charging 200 yc for it in the app game if you want to buy it as it is supposed to be a Silver Prize. IT'S BROKE and NOT WORTH IT!!!!!!
