What level do you have to be to get into the library in the apartment,i am level 143 but still cannot open it please help ?

At first I was confused by your post. But then I learned they changed it. thanks for the info I did not know that.
It used to be level 30 for 3/3 shelf

There is a library at apartments?

Yes, If you are from "new levels" you will get a 1 of a 3 parts in level 122, 2nd part at level 132, when u get 3rd part at level 146, that will turn in a door for a "secret" room ^^

I just got secret bookshelf 3/3
I don't think I have the other bookshelves

You got book shelf 3/3 ... you win ! To go into the bookshelf you can place the bookshelf item in your room then save . And once you have it in your house you can click to open it . Then you can enter it . Only you can open your bookshelf . If someone comes to your house they cant open it .
If you go to your house tab and go to options on your apartment. Then you can also view rooms in apt and go to bookshelf from there . You can move the book shelf item to any house and it is pretty neat .

There used to be where you got 1/3 bookshelf at level 21 , Then around 25 maybe was 2/3 .And it just changes the bookshelf you have to be more complete. Then at level 30 you got 3/3 shelf .But that is changed now and you may just get 3/3 bookshelf and not the others. I don't know , but you could find out on Yoworld wiki levels . I would go there but it is super laggy for me .And you have 3/3 book shelf so hooray . If you have any more questions feel free to ask em . Have a nice day = D
