As often as you want to. However, each neighbor can only give you a hot dog once every 24 hours. So there is really not much use in posting them too many times.

Yes as often as you want, only with nitro energy you have to wait but nitros currently not working.

You can ask for more however after four and then you work you have none left over, I noticed this when I had my for hotdogs ready to work when I leveled up and got my energy refilled, went to work and my hotdogs were gone.
