If an item does not have a buy out price how does that work? Will the item sell to the highest bidder or... ?

No buyout price the item has to run the length of time left on it, and the highest bid placed before the last minute runs out wins it, when the time runs out.

the highest bid will win unless a bid is made and the seller decides to sell it then without waiting longer.
